በምርጫ ነክ ጉዳዮች ላይ ለዳኞች ሲሰጥ የነበረው ስልጠና ተጠናቀቀ

የዳኝነትና የፍትህ አካላት በምርጫ ሂደት ወቅት የሰብአዊ መብት ጥበቃን ለማረጋገጥ የሚያስችሉ ዓለም አቀፍ የህግ ማዕቀፎች እና ተሞክሮዎች ላይ በኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን እና በተባበሩት መንግሥታት የሰብአዊ መብቶች ከፍተኛ ኮሚሽነር ጽሕፈት ቤት ሲሰጥ የነበረው ስልጠና ተጠናቋል።

በስልጠናው ላይ የመክፈቻ ንግግር ያደረጉት የፌደራል ጠቅላይ ፍርድ ቤት ምክትል ፕሬዝዳንት፣ ክብርት ወ/ሮ አበባ እምቢአለ፤ የፌደራል ጠቅላይ ፍርድ ቤት የአቅም ግንባታ ስራን ለማጠናከር የፍላጎት ዳሰሳ ጥናት ላይ በመመስረት ተቋማዊ አቅምን ለማጠናከር እየሰራ እንደሚገኝ በመግለጽ፤ መድረኩ ስትራቴጂካዊ አጋሮች ጋር በመተባበር በየደረጃው ላሉ ዳኞች ወቅታዊ ሁኔታዎችን ያገናዘቡ የአቅም ግንባታ ስራዎችን የመስራት አካል መሆኑን ገልጸዋል።

‎‎አክለውም፤ የምርጫ ሂደት ተዓማኒ፣ ፍትሃዊ እና ከሰብዓዊ መብቶች ጋር የተጣጣመ እንዲሆን የፍርድ ቤቶች ሚና ወሳኝ መሆኑን በመጥቀስ፤ በዳኝነት ስራ ላይ የተጣለውን ኃላፊነት በተለይም ከምርጫ ጋር ተያይዞ የሚነሱ ጉዳዮችን በብቃት፣ በቅልጥፍና እና በገለልተኝነት የሰብዓዊ መብቶችን ከግምት ውስጥ በማስገባት ምላሽ ለመስጠት አቅም የሚፈጥር ስልጠና መሆኑን አስገንዝበዋል።

‎‎በኢትዮጵያ የተባበሩት መንግሥታት የሰብአዊ መብቶች ከፍተኛ ኮሚሽነር ጽሕፈት ቤት የሀገር ውስጥ ፕሮግራም ኃላፊ እና ምክትል ተወካይ ሚስተር ጆሴፍ ኑባዱም በበኩላቸው፤ ከምርጫ ጋር የተያያዙ ጉዳዮችን በፍጥነት፣ በገለልተኝነት እና በጥራት መያዝ እንደሚገባ ጠቅሰው፤ በፌደራል እና በክልል የዳኝነት አካላት ዘንድ የምርጫ ህጎች ወጥ በሆነ መልኩ ተግባራዊ እንዲሆኑ በማድረግ እና በምርጫ ሂደት ውስጥ የሰብአዊ መብቶች ጥበቃን ማጎልበት እንደሚገባ አሳስበዋል።

‎‎በመድረኩ ዓለም አቀፍ እና ቀጠናዊ የምርጫ ሰብአዊ መብቶች መስፈርቶች፣ በሰብአዊ መብቶች ድንጋጌዎች ስር ያሉ ተመጣጣኝ ገደቦች እና በሀገር አቀፍ ደረጃ የሚታዩ የተግባር ገደቦች፣ በምርጫ ሂደት ውስጥ የሚያጋጥሙ የሰብአዊ መብት ስጋቶች እና ተያያዥ ርዕሰ ጉዳዮች ላይ በዘርፉ ባለሙያዎች ስልጠና የተሰጠ ሲሆን በቀረቡ ርዕሰ ጉዳዮች ላይ ሐሳብ አስተያየቶች ተነስተው ውይይት ተካሂዶባቸዋል።

‎Training for judges on election-related affairs has concluded successfully

‎A training for federal and regional judges, focusing on human rights protections during the electoral process, concludes today. The training jointly organized by the Ethiopian Human Rights Commission (EHRC) and the Office of the United Nations High Commissioner for Human Rights (OHCHR) aims to strengthen the capacity of the judiciary and legal bodies.

‎H.E. Mrs. Abeba Embiale, The vice president of the Federal Supreme Court, in her opening speech, mentions the Federal Supreme Court is working to strengthen institutional capacity based on need assessments, and it is part of a broader effort to provide judges at all levels with capacity-building support that considers current affairs in collaboration with strategic partners.

‎She added that the role of courts is vital for ensuring the election process is credible, fair, and consistent with human rights. And the training helps build capacity to resolve election-related cases with competence, efficiency, and neutrality while prioritizing human rights protection.

‎Mr Joseph Noubadoum, OHCHR Head of Ethiopia Country Programme and Deputy Country Representative, in his part states that election-related cases must be handled with speed, impartiality, and accuracy. He urges federal and regional judicial bodies to ensure the uniform application of electoral laws and calls for the strengthening of human rights protections throughout the electoral process.

‎Experts deliver training on international and regional human rights standards for elections, proportional restrictions under human rights provisions, practical national limitations, and human rights risks within the electoral process. Participants engage actively in discussions and share feedback on the topics presented.

‎Officials and experts from the Federal Supreme Court of Ethiopia, the Ethiopian Human Rights Commission (EHRC), and the Office of the United Nations High Commissioner for Human Rights (OHCHR) attend the training.
